Good intentions, poor oversight: Addressing the risks of Shadow AI in business

AI adoption in the workplace has accelerated dramatically. From contract reviews to spreadsheet clean-ups, tools like generative AI are helping employees work faster and more efficiently. But in many cases, this adoption is happening without formal approval or oversight. That’s creating an expanding blind spot for IT leaders: Shadow AI.

Shadow AI refers to the use of artificial intelligence tools within an organisation without explicit sanction or governance. It’s an issue affecting businesses of all sizes, where well-meaning employees rely on AI to boost productivity, often unaware of the risks this creates for data security, compliance, and business continuity.

When AI goes underground

Unlike traditional shadow IT, which often stems from a desire to circumvent slow procurement processes, Shadow AI is more likely to arise from a lack of clarity. Employees are eager to explore new tools but don’t always understand the implications – particularly when handling sensitive or regulated information.

Take the example of a small legal firm where a paralegal used ChatGPT to summarise dense contract clauses. The intent was to speed up workflows rather than violate policy. But in doing so, the employee copied confidential client data into a consumer-grade platform with no data protection agreement in place. Once discovered, the firm realised that similar usage was likely occurring elsewhere. This prompted an urgent review of its internal guidance.

In another case, a store manager at a national retailer used Microsoft Copilot through a personal account to streamline inventory spreadsheets. While the tool proved useful, the business later found that key operational data had been processed outside of its managed environment. When the employee went on leave, colleagues were left without access to the AI-assisted documents. That raised concerns about both continuity and control.

These are not isolated incidents. They reflect a broader challenge: AI tools are widely accessible, but their use is often unsupervised. This results in a growing governance gap, where organisations are exposed to risk without even realising it.

Visibility must come first

The first step in mitigating Shadow AI is gaining visibility. Traditional IT monitoring systems aren’t always equipped to detect AI usage, particularly when tools are accessed through personal accounts or unvetted web applications. Without a clear picture of what is being used, where, and by whom, governance is impossible.

Organisations should consider network monitoring tools that can detect traffic to popular AI platforms and flag usage patterns. Where applicable, solutions such as Microsoft Intune can be used to manage device compliance and app access, helping to maintain visibility and enforce AI usage policies across corporate and bring-your-own devices.

Align AI policy with cloud governance

Most organisations now have mature cloud usage policies that define what platforms are permitted, how data is handled, and who is responsible for oversight. AI policies should follow similar principles, adapted for the unique risks posed by AI models and external training systems.

A robust AI policy should:

  • Clearly define which tools are authorised and the process for approving new ones
  • Specify how sensitive data must be handled or anonymised before use
  • Ensure compliance with data protection regulations such as GDPR
  • Assign clear responsibility for monitoring usage, auditing activity, and responding to breaches

Crucially, these policies must be easy to access and understand. Shadow AI often stems not from deliberate rule-breaking but from a lack of clarity or communication.

Education is essential

Policies alone are not enough. To create lasting change, organisations must also invest in employee education. Staff need to understand not only what tools they can or cannot use, but why certain practices pose risks.

AI literacy training – similar to phishing simulations or cybersecurity awareness programmes – can be invaluable. It helps foster a culture where employees think critically about how they interact with emerging technologies and feel confident asking questions or seeking guidance.

Returning to the legal firm example, the leadership team introduced role-specific AI guidance to ensure employees in high-risk roles understood how to safely explore AI tools. This included advice on anonymising data and a clear escalation path for questions.

Addressing the AI governance gap

Whether in a startup or an enterprise, unsanctioned AI usage is a symptom of a broader governance gap. Employees are eager to adopt new tools that enhance productivity, but without oversight, that enthusiasm can expose organisations to risk. Once business data leaves your environment, there is no way to guarantee how it’s stored, used, or whether it has been used to train external models.

Instead of treating AI as a standalone challenge, organisations should approach it as an extension of their existing IT and cloud governance strategy. That means establishing clear policies, building visibility tools, assigning cross-functional accountability, and planning for continual iteration as technologies mature.

AI is now part of everyday work. That can be a powerful force for good. But if organisations fail to address the risks of Shadow AI, they risk falling into avoidable traps around compliance, security, and resilience. The answer is not to shut AI down, but to bring it under proper oversight.

Employees who explore new tools often do so with the best intentions. With the right safeguards in place, that initiative can be transformed from a liability into a strategic advantage.
